In section 109 of that Act (enforcement in Scotland)— (a) paragraph (c) of subsection (2) shall cease to have effect; and (b) after that subsection there shall be inserted the following subsection— (2A) Subsection (12) of section 108 of this Act shall have effect in relation to Scotland as if for paragraphs (a) and (b) there were substituted the words “ an islands or district council ” .
