(1) The functions of a local planning authority of determining— (a) applications for planning permission or permission in principle ; (aza) applications under section 74B; (azb) applications for additional environmental approvals under section 93B; (azc) applications for additional environmental approvals under section 93F; (aa) applications for non-material changes to planning permission under section 96A; (b) applications for a certificate under section 191 or 192 shall, subject to sub-paragraph (2), be exercised by the district planning authority. (2) The functions of a local planning authority of determining any such application as is mentioned in sub-paragraph (1) which relates to a county matter shall be exercised by the county planning authority.
