In this Schedule— “ the Convention rights ” has the same meaning as in the Human Rights Act 1998, and “development plan”— includes a development plan for the purposes of paragraph 1 of Schedule 8 to the Planning and Compulsory Purchase Act 2004 (transitional provisions), but does not include so much of a development plan as consists of a neighbourhood development plan under section 38A of that Act.
