s 96 Power of Secretary of State to serve completion notices in Wales .
(1) If it appears to the Secretary of State to be expedient that a completion notice should be served in respect of any land in Wales , he may himself serve such a notice. (2) A completion notice served by the Secretary of State shall have the same effect as if it had been served by the local planning authority. (3) The Secretary of State shall not serve such a notice without consulting the local planning authority.
