In this Part— “ the three year transitional period ” means the period beginning with the passing of this Act and ending with the third anniversary of the opening of the register; “ the four year transitional period ” means the period beginning with the passing of this Act and ending with the fourth anniversary of the opening of the register; and “ the five year transitional period ” means the period beginning with the passing of this Act and ending with the fifth anniversary of the opening of the register.
