In section 13 (the standard of proficiency)— (a) in subsection (3), omit “ — (a) ” ,and for “standard; and (b)” at the end of paragraph (a) substitute “ standard, accompanied by ” ; and (b) in subsection (4), for “statement” substitute “ statements ” .
