In this Schedule— “ the appropriate Minister ”, in relation to any person who is or has been a member, means the Minister or the Secretary of State, according to whether that person was appointed as a member by the Minister or by the Secretary of State; and “ member ”, except where the context otherwise requires, means any member of the Agency (including the chairman and deputy chairman).
