In section 19 of that Act (obtaining of information from persons and authorities) in subsection (2) (power of specified authorities by notice in writing to require provision of information)— (a) for paragraphs (c) and (d) (the chief inspector and river purification authorities) there shall be substituted— (c) the Environment Agency, and (d) SEPA , (b) after the words “service of the notice” there shall be inserted the words “ , or at such time, ” .
