Sections 17 to 20 are without prejudice to the taking by the Commission of any steps which they consider appropriate for assisting them in the exercise of any of their functions including, in particular— (a) undertaking, or arranging for others to undertake, inquiries, and (b) obtaining, or arranging for others to obtain, statements, opinions and reports.
