This paragraph applies to a person who— (a) has been convicted of an offence committed on or after 30 September 1998 but before 4 April 2005, (b) is serving a section 85 extended sentence imposed in respect of that offence, and (c) has not previously been released from prison on licence in respect of that sentence.
