(1) The application of the Commission's seal must be authenticated by the signature of the chairman or another member of the Commission or any other person authorised by the Commission for the purpose. (2) A document purporting to be duly executed under the seal of the Commission or to be signed on behalf of the Commission is to be— (a) received in evidence, and (b) unless the contrary is proved, taken to be so executed or signed. (3) This paragraph does not apply in relation to Scotland.
