(1) The executive members are to be appointed by the chairman and the non-executive members of the Commission. (2) The executive members must be— (a) employees of the Commission, or (b) persons seconded to the staff of the Commission. (3) A person may not be appointed as an executive member unless he is recommended for appointment by the chief executive.
