Sch 13 para 8
(1) Immediately after an instrument is made it must be printed and made available to the public with or without payment. (2) A person is not to be taken to have contravened any regulation or order if he shows that at the time of the alleged contravention the instrument containing the regulation or order had not been made available as required by this paragraph.
