(1) In Schedule 4 (treaty rights), paragraph 1 is amended as follows. (2) The existing provision becomes sub-paragraph (1) of that paragraph. (3) In that sub-paragraph, omit the definition of “consumers”. (4) After that sub-paragraph insert— (2) Section 425A (meaning of “consumers”) applies for the purposes of this Schedule.
