(2) In sub-paragraph (1)— (a) for “an authority” substitute “the Welsh Council”, and (b) for “the Secretary of State” substitute “the Welsh Ministers”. (3) In sub-paragraph (2)— (a) for “An Authority” substitute “The Council”, (b) for “the Secretary of State” substitute “the Welsh Ministers”, and (c) for “he” substitute “they”. (4) In sub-paragraph (3), for “the authority” substitute “the Council”.
