In section 7 (NHS contracts), in subsection (4)— (a) omit paragraph (a), (b) omit paragraph (b), (c) before paragraph (c) insert— (ba) the National Health Service Commissioning Board, (bb) a clinical commissioning group, (d) after paragraph (f) insert— (fa) a Special Health Board constituted under that section, (e) omit paragraph (j), and (f) after paragraph (n) insert— (na) the Scottish Ministers, (nb) Healthcare Improvement Scotland,
