(1) The ONR is to consist of— (a) not more than 4 executive members, who are employees of the ONR, and (b) not more than 7 non-executive members, who are not members of the ONR's staff. (2) References in this Part of this Act to members of the ONR's staff are to persons who— (a) are employees of the ONR, or (b) have been seconded to it.
