(1) In this Part of this Act “ financial year ” means a period of 12 months ending with 31st March. (2) But the first financial year of the ONR is— (a) the period beginning with the date on which section 77 comes into force and ending with the following 31st March, or (b) if the Secretary of State so directs, such other period not exceeding 2 years as may be specified in the direction.
