This Part of these Regulations applies to masters and seamen employed in sea-going ships registered in the United Kingdom, except in— (a) fishing vessels, or (b) pleasure craft as defined in regulation 3 of the Merchant Shipping (Vessels in Commercial Use for Sport or Pleasure) Regulations 1993 .
