reg 4 Qualification as an officer
A person is qualified as an officer for the purposes of section 47 of the Act if he holds a certificate of competency or certificate of equivalent competency, or a certificate treated as equivalent pursuant to regulation 1(3)(a), in one of the following capacities: (a) (i) master; (ii) chief mate; or (iii) officer in charge of a navigational watch; or (b) (i) chief engineer officer; (ii) second engineer officer; or (iii) officer in charge of an engineering watch; or (c) radio operator.
