No person shall be granted a certificate under regulation 16 of the Merchant Shipping (Radio Installation) Regulations 1992 unless— (a) he is at least 18 years of age; and (b) he has completed approved education and training and meets the standard of competence specified in section A-IV/2 of the STCW Code.
