Cellulose Nitrate other than– (1) cellulose nitrate to which the Explosives Act 1875 applies; or (2) cellulose nitrate where the nitrogen content of the cellulose nitrate does not exceed 12.3% by weight and contains not more than 55 parts of cellulose nitrate per 100 parts by weight of solution
