reg 27 Enforcement of Agreements
(1) Where a person who enters into an agreement with the Secretary of State under regulation 26 fails to comply with the terms of the agreement, such failure shall be treated as if it were a breach of these Regulations, and that person shall be guilty of an offence. (2) A person who is guilty of an offence under this regulation shall be liable — (a) on summary conviction, to a fine not exceeding the statutory maximum; or (b) on conviction on indictment, to a fine.
