Where by virtue of this Schedule any provisions of these Rules apply in relation to a proposal of the Secretary of State to make an order under section 7, any reference in those provisions to— “ an applicant ” shall be construed as references to the Secretary of State; and an “ application ” shall be construed as references to the publication by the Secretary of State of the notice required by paragraph 11.
