reg 9 Requirement for permit to carry out regulated activities
(1) No person may carry out a regulated activity at an installation except to the extent authorised by a permit held by the operator of the installation. (2) Paragraph (1) does not apply in relation to a person carrying out a regulated activity at an Article 27a installation.
