In rule 3 of the Animals (Scientific Procedures) (Procedure for Representations) Rules 1986 (interpretation, etc), in the definition of “applicant”, for the words from “or certificate under the Act” to the end substitute “under the Act, or the holder of such a licence, who wishes to make written or oral representations under section 12(3) or (4) of the Act in respect of— (a) a proposal to refuse, revoke, vary or suspend the licence; or (b) the inclusion of any condition in the licence.
