(1) Pressure equipment must be properly designed taking all relevant factors into account in order to ensure that the equipment will be safe throughout its intended life. (2) The design of pressure equipment must incorporate appropriate safety coefficients using comprehensive methods which are known to incorporate adequate safety margins against all relevant failure modes in a consistent manner.
