(1) Regulation 13 is amended as follows. (2) In paragraph (1)— (a) for “or 10” substitute “, 10, 21C or 21E”; (b) for “National Assembly for Wales” substitute “Welsh Ministers”. (3) In paragraph (3) for “or 10” substitute “, 10, 21C or 21E”.
