(1) Section 3 (general duties of OFCOM) is amended as follows. (2) In subsection (4) , before paragraph (f) insert— (eb) the desirability of ensuring that relevant markets facilitate end-to-end connectivity in the interests of consumers in those markets; (3) In subsection (14), after the definition of “communications matters” insert— “ end-to-end connectivity ” has the meaning given by section 74(3);
