In relation to Part 3— (a) where S also falls within Part 1 or Part 2, the classification with the lowest controlled quantity applies; and (b) where S also falls within Part 1 and Part 2, the controlled quantity which is lowest when the controlled quantities under Part 2 and Part 3 are compared applies.
