The Yang di-Pertuan Agong may make rules-
(a) prescribing anything required to be or which may be prescribed under this Act;
(b) regulating the conduct and administration of any lottery promoted under this Act including the sale and distribution of tickets or chances. the form, printing and serial numbering of such tickets or chances, the drawing of prizes, the commission (if any) to be paid on the sale oi
(c) prescribing the manner in which accounts required under this Act shall be kept and audited;
(d) prescribing any other matter which may be necessary tor the purpose oi carrying this Act into etiect and for the purpose of ensuring the honest and satistactory management of any lottery promoted under this Act and the due application of all funds raised by such lottery.

Kaedah- kaedah. [S. 22]
Yang di-Pertuan Agong boleh membuat kaedahkaedah bagi—
(a) menetapkan apa-apa jua perkara yang dikehendaki ditetapkan atau yang boleh ditetapkan di bawah Akta ini;
(b) mengawal perjalanan dan pentadbıran manamana loteri yang dianjurkan di bawah Akta ini termasuk jualan dan pengedaran tiket-tiket atau judi nasib, bentuk, pencetakan dan pemberian nombor sıri tiket-tiket atau judi nasib itu, pencabutan hadıah-hadıah, komısen (jika ada) yang hendalk dibayar atas jualan atau pengedaran tiket atau judi nasib;
(C) menetapkan cara bagaimana akaun-akaun yang dikehendaki disimpan dan diaudit di bawah Akta ini;
(d) menetapkan apa-apa perkara lain yang perlu bagi maksud menguatkuasakan Akta inı dan bagi maksud menjamin pengurusan mandmana loteri yang diarjurkan di bawah Akta ini dengan jujur dan memuaskan dan penggunaan wajar kesemua wang yang didapati melalui loteri itu.
