Adalah dengan ini düisytiharkan bahawa tiada apa- Orang-orang apa jua yang terkandung dalam Akta ini, atau mana- Islam dan mana kaedah, peraturan atau perintah yang dibuat di bawahnya boleh disifatkan sebagai menghendaki mana-mana orang Islam melakukan sesuatu perbuatan yang bertentangan dengan agamanya.
