Federal Territory (Planning) Act 1982 s 14
When the Commissioner has prepared a draft local plan, he shall, before adopting it under section 16 but not before the structure plan comes into effect, publish a public notice in the Gazette and in such local newspapers as the Commissioner may determine of the preparation of the draft local plan and subsection 7(2) shall apply with such modifications as may be necessary.

Apabila Datuk Bandar telah menyediakan draf pelan tempatan, dia hendaklah, sebelum menerimanya di bawah seksyen 16 tetapi tidak sebelum pelan struktur mula berkuat kuasa, menyiarkan suatu notis awam dalam Warta dan dalam akhbar tempatan sebagaimana yang ditentukan oleh Datuk Bandar mengenai penyediaan draf pelan tempatan dan subseksyen 7(2) hendaklah terpakai dengan apa-apa ubah suaian sebagaimana yang perlu.
