(1) The Council shall consist of the following members:
(a) a Chairman, to be appointed by the Minister;
(b) the Secretary General of the Ministry of Culture, Arts and Heritage or his representative;
(c) the Secretary General of the Ministry of Tourism or his representative;
(d) the Director General of Town and Country Planning or his representative;
(e) the Director General of the Museums and Antiquity Department or his representative;
(f) the Commissioner; and
(g) not more than six other members, at least one of whom shall be a public officer who possess experience or expertise in relation to the management, conservation or preservation of sites and objects of natural or cultural heritage significance, to be appointed by the Minister.
(2) The Minister may appoint any member of the Council to perform the functions of the Chairman—
(a) if for any substantial period the Chairman is unable, by reason of illness, leave of absence or any other cause, to perform his functions; or
(b) during any period of vacancy in the office of the Chairman.
(3) A member appointed as the Chairman under subsection (2) shall, during the period in which he is performing the functions of the Chairman under this section, be deemed to be the Chairman.

Keanggotaan Majlis
(1) Majlis hendaklah terdiri daripada anggota yang berikut:
(a) Pengerusi, yang hendaklah dilantik oleh Menteri;
(b) Ketua Setiausaha Kementerian Kebudayaan, Kesenian dan Warisan atau wakilnya;
(c) Ketua Setiausaha Kementerian Pelancongan atau wakilnya;
(d) Ketua Pengarah Perancangan Bandar dan Desa atau wakilnya;
(e) Ketua Pengarah Jabatan Muzium dan Antikuiti atau wakilnya;
(f) Pesuruhjaya; dan
(g) tidak lebih daripada enam anggota lain, sekurang-kurangnya seorang daripadanya ialah pegawai awam yang mempunyai pengalaman atau kepakaran berhubung dengan pengurusan, pemuliharaan atau pemeliharaan tapak dan objek semula jadi atau warisan kebudayaan yang penting, yang hendaklah dilantik oleh Menteri.
(2) Menteri boleh melantik mana-mana anggota Majlis untuk melaksanakan fungsi Pengerusi—
(a) jika bagi apa-apa tempoh substansial Pengerusi tidak berupaya, disebabkan sakit, cuti atau apa-apa sebab lain, untuk melaksanakan fungsinya; atau
(b) semasa apa-apa tempoh kekosongan jawatan Pengerusi.
(3) Anggota yang dilantik sebagai Pengerusi di bawah subseksyen (2) hendaklah, semasa tempoh dia melaksanakan fungsi Pengerusi di bawah seksyen ini, disifatkan sebagai Pengerusi.
