(1) No person shall undertake any release activity, or any importation of living modified organisms, or both without the prior approval of the Board.
(2) Any person who contravenes subsection (1) commits an offence and shall, on conviction, be liable—
(a) where such person is an individual, to a fine not exceeding two hundred and fifty thousand ringgit or to imprisonment for a term not exceeding five years or to both and, in the case of a continuing offence, to a further fine not exceeding ten thousand ringgit for each day during which the offence continues after conviction;
(b) where such person is a body corporate, to a fine not exceeding five hundred thousand ringgit and, in the case of a continuing offence, to a further fine not exceeding twenty thousand ringgit for each day during which the offence continues after conviction.

Kehendak bagi mendapatkan kelulusan
(1) Tiada seorang pun boleh menjalankan apa-apa aktiviti pelepasan, atau apa-apa pengimportan organisma diubah suai yang hidup, atau kedua-duanya tanpa kelulusan terlebih dahulu daripada Lembaga.
(2) Mana-mana orang yang melanggar subseksyen (1) melakukan suatu kesalahan dan boleh, apabila disabitkan,—
(a) jika orang itu ialah orang perseorangan, didenda tidak melebihi dua ratus lima puluh ribu atau dipenjarakan selama tempoh tidak melebihi lima tahun atau keduaduanya dan, dalam hal kesalahan yang berterusan, didenda selanjutnya tidak melebihi sepuluh ribu ringgit bagi setiap hari kesalahan itu berterusan selepas disabitkan;
(b) jika orang itu ialah suatu pertubuhan perbadanan, didenda tidak melebihi lima ratus ribu ringgit dan, dalam hal kesalahan yang berterusan, didenda selanjutnya tidak melebihi dua puluh ribu ringgit bagi setiap hari kesalahan itu berterusan selepas disabitkan.
