s 5 Powers of Registrar
(1) The Registrar shall have all such powers to do all things necessary or expedient for or in connection with the performance of his functions under this Act.
(2) Without prejudice to the generality of subsection (1), the powers of the Registrar shall include the powerβ
(a) to appoint such agents, experts or consultants as he thinks fit to assist him in the performance of his functions;
(b) to enter into contracts;
(c) to establish and maintain the Register;
(d) to collect such fees as may be prescribed under this Act; and
(e) to do all such other things as he thinks fit to enable him to perform his functions effectively or which may be incidental to or consequential upon the performance of his functions.

Kuasa Pendaftar
(1) Pendaftar hendaklah mempunyai segala kuasa untuk melakukan semua perkara yang perlu atau suai manfaat bagi atau yang berkaitan dengan pelaksanaan fungsinya di bawah Akta ini.
(2) Tanpa menjejaskan keluasan subseksyen (1), kuasa Pendaftar hendaklah termasuk kuasaβ
(a) melantik mana-mana ejen, pakar atau perunding yang difikirkannya patut untuk membantunya dalam pelaksanaan fungsinya;
(b) membuat kontrak;
(c) mengadakan dan menyenggarakan Daftar;
(d) mengutip apa-apa fi yang ditetapkan di bawah Akta ini; dan
(e) melakukan semua perkara lain yang difikirkannya patut untuk membolehkannya melaksanakan fungsinya dengan berkesan atau yang bersampingan dengan atau berbangkit daripada pelaksanaan fungsinya.
