The Fund shall be expended for the following purposes:
(a) the payment of benefits;
(b) the payment of training fees to training providers in relation to the cost of training given by training providers to insured persons;
(c) the payment of any expenses properly incurred for the re-employment placement programme in respect of
insured persons including expenses incurred for collaboration with any institution;
(d) the payment of expenses for the evaluation and impact study of the System;
(e) the establishment and maintenance of centres or institutes for the purposes of re-employment placement programme;
(f) the payment of expenses or costs incurred by the Organization for the establishment of the Appellate Board for the purpose of this Act;
(g) the payment of expenses or moneys required to satisfy any judgment, decision or award by any court or tribunal against the Organization, the Chairman of the Board, Director General, Deputy Directors General, any of the members of the Board, Committee or committees established under section 9, Employment Services Officer, and officers and servants of the Organization in respect of any act, neglect or default done or committed in the performance of the functions or the exercise of the powers of the Organization under this Act;
(h) the payment of allowances and other expenses to the members of the Board, the Committee and committees established under section 9;
(i) the payment of legals fees and costs relating to any civil or criminal proceedings brought, instituted or maintained by or against the Organization under this Act;
(j) the repayment of moneys borrowed under this Act and the interest or profit due on the borrowed moneys;
(k) the establishment or taking over of a company under this Act and its maintenance;
(l) the payment of other expenses and expenditure as may be permitted by this Act or any regulations made under this Act, or incurred in the performance of the functions or the exercise of the powers of the Organization.

Perbelanjaan yang hendaklah dipertanggungkan pada Kumpulan Wang
Kumpulan Wang hendaklah dibelanjakan bagi maksud yang berikut:
(a) bayaran faedah;
(b) bayaran fi latihan kepada pemberi latihan berhubung dengan kos latihan yang diberikan oleh pemberi latihan kepada orang berinsurans;
(c) bayaran apa-apa belanja yang ditanggung dengan sewajarnya bagi program penempatan pekerjaan semula berkenaan dengan orang berinsurans termasuklah belanja yang ditanggung bagi kerjasama dengan mana-mana institusi;
(d) bayaran belanja bagi kajian penilaian dan impak ke atas Sistem;
(e) penubuhan dan penyenggaraan pusat atau institut bagi maksud program penempatan pekerjaan semula;
(f) bayaran belanja atau kos yang ditanggung oleh Pertubuhan bagi penubuhan Jemaah Rayuan bagi maksud Akta ini;
(g) bayaran belanja atau wang yang dikehendaki untuk memenuhi apa-apa penghakiman, keputusan atau award oleh mana-mana mahkamah atau tribunal terhadap Pertubuhan, Pengerusi Lembaga, Ketua Pengarah, Timbalan Ketua Pengarah, mana-mana anggota Lembaga, Jawatankuasa atau jawatankuasa yang ditubuhkan di bawah seksyen 9, Pegawai Perkhidmatan Pekerjaan, dan pegawai dan pekhidmat Pertubuhan berkenaan dengan apa-apa perbuatan, pengabaian atau kemungkiran yang dibuat atau dilakukan dalam melaksanakan fungsi atau menjalankan kuasa Pertubuhan di bawah Akta ini;
(h) bayaran elaun dan belanja lain kepada anggota Lembaga, Jawatankuasa dan jawatankuasa yang ditubuhkan di bawah seksyen 9;
(i) bayaran fi guaman dan kos yang berhubungan dengan mana-mana prosiding sivil atau jenayah yang dibawa, dimulakan atau dikekalkan oleh atau terhadap Pertubuhan di bawah Akta ini;
(j) bayaran balik wang yang dipinjamkan di bawah Akta ini dan bunga atau keuntungan yang kena dibayar atas wang yang dipinjamkan itu;
(k) penubuhan atau pengambilalihan suatu syarikat di bawah Akta ini dan penyenggaraannya;
(l) bayaran belanja dan perbelanjaan lain yang dibenarkan oleh Akta ini atau mana-mana peraturan-peraturan yang dibuat di bawah Akta ini, atau yang ditanggung dalam melaksanakan fungsi atau menjalankan kuasa Pertubuhan.
