SECTION 1. Section eighteen of Act Numbered Fifteen hundred and eleven, entitled "The Philippine. Road Law," is hereby amended so as to read as follows:

AN ACT TO AMEND ACT NUMBERED FIFTEEN HUNDRED AND ELEVEN, ENTITLED "THE PHILIPPINE ROAD LAW," BY ENABLING MUNICIPALITIES TO AVAIL THEMSELVES OF ITS PROVISIONS IN THE ABSENCE OF A PROVINCIAL VOTE OF ACCEPTANCE AND BY ENABLING- PROVINCES AND MUNICIPALITIES TO AVAIL THEMSELVES OF ITS PROVISIONS FOR A LIMITED PERIOD OF TIME.
SEC. 2. The public good requiring the speedy enactment of this bill, the passage of the same is hereby expedited in accordance with section two of "An Act prescribing the order of procedure by the Commission in the enactment of laws," passed September twenty-sixth, nineteen hundred.
SEC. 3. This Act shall take effect on its passage.
Enacted, May 18, 1907.
SEC. 18. This Act shall not take effect throughout any province until it has been accepted by the provincial board and by the municipal councils of a majority of the municipalities in the province, but upon the affirmative vole of the municipal council it may become effective in any municipality in a province where there has been no vote of acceptance. The vote of any province and its municipalities to make this Act effective throughout the province, or by any municipality to make it effective in such municipality, may be for designated period of time, which shall not be less than one year: Provided, that in the Moro Province this Act shall become effective when accepted by the legislative council without sub-section sixteen shall be applicable to all provinces of the Philippine Islands, irrespective of whether the other provisions of this Act are or are not extended thereto."
