At the request of any Department head, the Emergency Board may authorize the transfer of any unexpended balance of the appropriations for "salaries and wages" to any item under "miscellaneous expenses" of the same Bureau or Office, if the interests of the public service so require it, any provision of existing law to the contrary notwithstanding.

AN ACT APPROPRIATING FUNDS FOR THE NECESSARY EXPENSES OF THE GOVERNMENT OF THE PHILIPPINE ISLANDS DURING THE FISCAL YEAR ENDING DECEMBER THIRTY-FIRST, NINETEEN HUNDRED AND TWENTY-FOUR, AND FOR OTHER PURPOSES.
SEC. 3. Any provision of existing law to the contrary notwithstanding, no person shall be employed under contract by the Insular Government unless this be authorized by an appropriation in this Act.
SEC. 4. This Act shall take effect on January first, nineteen hundred and twenty-four.
Approved, February 12, 1924, with the exception of the appropriations for the Executive, the Treasury Bureau, and the Bureau of Commerce and Industry, which have been vetoed in their entirety.
