SECTION 1. Section two thousand and forty-eight of the Administrative Code of Nineteen hundred and seventeen is hereby amended to read as follows:
"SEC. 2048. Approval of requisition.—Insular requisitions shall be approved by the respective Department Heads. In the case of provincial and municipal requisitions, and of the Cities of Manila and Baguio and chartered cities, the approval of the provincial treasurer, the municipal treasurer, and the mayor, respectively, shall be sufficient: Provided, That the Chief of the Executive Bureau may, in the case of provincial and municipal requisitions, make rules and regulations not inconsistent with this Act, in order to retain the control and supervision over the provincial and municipal disbursements: Provided, further, That the approval of the municipal treasurer and the mayor in chartered cities shall not be necessary when the cost of the articles to be purchased for urgent needs of the city or municipal governments does not exceed the sum of one hundred pesos.
