SECTION 1. Section one hundred and eighteen of Act Numbered Twenty-eight hundred and seventy-four, known as the Public Land Act, is hereby amended to read as follows:
"SEC. 118. Conveyances and encumbrances made by persons belonging to the so-called 'Non-Christian Tribes,' when proper, shall not be invalid as to those who are literate members of such tribes, but shall not be valid as to those not falling under the class above mentioned, unless duly approved by the Director of the Bureau of Non-Christian Tribes."[1]
