SECTION 1. The following sums, or so much thereof as may be necessary, are hereby appropriated out of any funds in the Insular Treasury not otherwise appropriated to be placed at the disposal of the Chief of the Philippine Constabulary subject to the approval of the Secretary of the Interior and the provisions hereinafter set forth, and for the purposes mentioned hereunder:
A. For the pay of the following additional men needed to increase the present strength of the Philippine Constabulary as authorized in Act Numbered Four thousand and seventy-four, otherwise known as Appropriation Act of nineteen hundred and thirty-four, and to be allocated by the said Chief of Constabulary as the exigencies of the service may require, to wit:
1. Two medical inspectors with rank of first lieutenant

3. Twenty of the present number of first sergeants will be reduced to sergeants and to provide forty-nine additional sergeants, giving a total of sixty-nine additional sergeants
