SECTION 1. In addition to the judges of First Instance authorized by existing law, there shall be three judges of First Instance, one with an annual salary of nine thousand pesos, another with an annual salary, of eight thousand pesos, and another with an annual salary of seven thousand pesos, who shall be appointed by the Governor-General, with the advice and consent of the Senate, and shall serve in such judicial district, or with the Public Service Commission, as the Secretary of Justice may from time to time determine: Provided, That no appointments to fill the offices of Public Service Commissioner, Senior Associate Commissioner, and Junior Associate Commissioner shall be made while this Act is in effect.

AN ACT TO CREATE THREE POSITIONS OF JUDGE OF FIRST INSTANCE AT LARGE, DEFINE THEIR SERVICES, FIX THEIR SALARIES AND MAKE PROVISION FOR THE PAYMENT THEREOF, AND FOR OTHER PURPOSES.
SEC. 2. Judges appointed under this Act shall be subject to salary reductions at the same rate per centum as other judges of First Instance.
SEC. 3. The appropriations made in Act Numbered Four thousand and thirty-two for the Public Service Commissioners shall be available for the payment of the salaries of the judges created by this Act.
SEC. 4. This Act shall take effect on its approval.
