WHEREAS, the Provincial Board and the Mayors' League of Abra

in a meeting held on February 8, 1974, adopted a resolution, the full

text of which follows:

"WHEREAS, the bridge that is being built across the Abra

River at Barrio Bumagcat, Tayum and Barrio Mudiit, Dolores is about to

be completed;

"WHEREAS, this bridge, one of the longest in the

Philippines, is a vital link in the Abra-Kalinga-Cagayan Valley national

highway;

"WHEREAS, this bridge plays an important role in the

promotion of trade and commerce between Kalinga-Apayao and the Cagayan

Valley, on one hand, and the Ilocos provinces on the other;

"WHEREAS, this bridge symbolizes the unprecedented

progress attained by the infrastructure program of His Excellency,

President Ferdinand E. Marcos;

"WHEREAS, the late Assemblyman Don Mariano Marcos of

Ilocos Norte, while heading the pacification campaign in the Ilocos

provinces during the early days of the Japanese Occupation won the

hearts and admiration of the people of Abra through his timely

intercession, his convincing pleas for unity in the face of a political

crisis, and his pragmatic approach in extending the much needed material

assistance to a downtrodden people, thereby fortifying their faith and

bolstering their morale;

"NOW, THEREFORE, be it resolved, as it is hereby

resolved, by the Provincial Board and the Mayors' League of Abra in a

joint meeting held at the Capitol Building, Bangued, Abra this eighth

day of February 1974 and acting in behalf of the people of this

province, to petition His Excellency, President Ferdinand E. Marcos, to

name the new bridge, Don Mariano Marcos Bridge, in memory of the man

who, during those critical days of the Japanese Occupation, saved a

vanquished people from the mire of despair into which they were

arbitrarily cast by their victors;" and

WHEREAS, it will be more in compliance with the desire and

sentiment of the provincial and local officials of the Province of Abra

that said request be accommodated;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the

Philippines, by virtue of the powers in me vested by the Constitution,

do hereby decree and order that the bridge span across the Abra River

linking the municipalities of Tayum and Dolores, Abra, be named the "Don

Mariano Marcos Bridge."

This Decree shall take effect immediately.

Done in the City

of Manila, this 27th day of March, in the year of Our Lord, nineteen

hundred and seventy-four.
