WHEREAS, Presidential Decree No. 397, dated February 23,

1974, prescribes the amount of SIX PESOS (P6.00) as the basic daily

subsistence allowance for each officer and enlisted personnel of the

Armed Forces of the Philippines, including cadets of the Philippine

Military Academy and Philippine Air Force Flying School, trainees

undergoing military training pursuant to Republic Act No. 4091,

probationary second lieutenants/ensigns, ROTC cadets on summer camp

training and reserve officers and enlisted reservists undergoing

training or assembly/mobilization tests;

WHEREAS, Presidential Decree No. 561, dated September 23,

1974, prescribes TEN PESOS (P10.00) as daily subsistence allowance for

each cadet of the PMA and the PAFFS;

WHEREAS, paragraph 7, AFP Special Provisions of Presidential

Decree No. 503, General Appropriations for FY 1974-75, page 669

provides that officers, enlisted personnel as defined in Armed Forces of

the Philippines regulations, indigent veterans as determined by the

Secretary of National Defense, and detainees, when confined in hospitals

or dispensaries of the Armed Forces of the Philippines, shall be

entitled to subsistence allowance of not more than SIX PESOS (P6.00)

per day;

WHEREAS, the present rate of subsistence allowance is not

adequate to meet the quality and quantity of food deemed appropriate for

military personnel hospitalized or confined in VMC and AFP hospitals;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the

Republic of the Philippines, by virtue of the powers vested in me by the

Constitution, do hereby authorize and prescribe a subsistence allowance

of not more than EIGHT PESOS (P8.00) per day for each military patient

to include direct dependents of officers and enlisted personnel as

defined in Armed Forces of the Philippines Regulations, indigent

veterans as determined by the Secretary of National Defense and

detainees when confined or hospitalized in AFP hospital; provided,

however, that said amount shall not be granted as cash ration to

personnel concerned; PROVIDED, FURTHER, That, non-indigent civilian

emergency patients, non-indigent veterans, non-direct dependents of

officers and enlisted personnel, when treated or admitted in

dispensaries or hospitals of the Armed Forces of the Philippines shall

pay for the cost of their subsistence the amount not exceeding EIGHT

PESOS (P8.00) per day.

EFFECTIVITY: This Decree shall take effect January 1, 1976.

Done in the City of Manila, this 23rd day of January in the

year of Our Lord, nineteen hundred and seventy-six.
