Section 29

SEC. 29. Implementing Rules and Regulations. -The Department of National Defense shall formulate the necessary rules and regulations to implement the provisions of this Act. The rules and regulations issued pursuant to this section shall take effect fifteen (15) days after publication in a newspaper of general circulation.
