Section 1Citation, commencement and extent

(1) These Regulations may be cited as the Road Vehicles (Type-Approval) (Amendment) Regulations 2025.

(2) These Regulations come into force on 3rd July 2025.

(3) These Regulations extend to England and Wales, Scotland and Northern Ireland.

Section 2Interpretation

In these Regulations—

“ Commission Regulation (EU)672/2010 ” means Commission Regulation (EU) No 672/2010 of 27 July 2010 concerning type-approval requirements for windscreen defrosting and demisting systems of certain motor vehicles and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor ;

“ Commission Regulation (EU)1008/2010 ” means Commission Regulation (EU) No 1008/2010 of 9 November 2010 concerning type-approval requirements for windscreen wiper and washer systems of certain motor vehicles and implementing Regulation (EC) No 661/2009 of the European Parliament and of the Council concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor ;

“ Commission Regulation (EC) 2017/2400 ” means Commission Regulation (EU) 2017/2400 of 12 December 2017 implementing Regulation (EC) No 595/2009 of the European Parliament and of the Council as it regards the determination of the CO 2 emissions and fuel consumption of heavy-duty vehicles and amending Directive 2007/46/EC of the European Parliament and of the Council and Commission Regulation (EU) No 582/2011 .

Section 3Amendment of Regulation (EC) 661/2009

(1) Regulation (EC) 661/2009 is amended as follows.

(2) In Annex I (Scope of application of the requirements referred to in Article 5(1) and 2)), after the entry for “Electric safety” insert—

Section 4Amendment of Commission Regulation (EU)672/2010

(1) Commission Regulation (EU)672/2010 is amended as follows.

(2) In Annex II (requirements for windscreen defrosting and demisting systems)—

(a) after paragraph 2.1.2, insert—

2.1.2.1. If it is possible to check whether the cold chamber’s temperature, measured at representative positions such as the air outlet or the walls, is stabilised at the specified test temperature, the 24 hour period may be shortened.

(b) for paragraph 2.1.3, substitute—

2.1.3. Before the vehicle is placed in the test chamber, the inner and outer surfaces of the windscreen shall be thoroughly degreased by means of methylated spirit or an equivalent degreasing agent. After drying, a solution of ammonia of maximum 2% or a commercial ammonia solution without additive fragrances shall be applied. The surfaces shall be allowed to dry again and then wiped with a dry cotton cloth.

(c) omit paragraph 2.1.7.4;

(d) in paragraph 2.1.7.5, omit “centre of the” ;

(e) for paragraph 2.2.1, substitute—

2.2.1. Before the vehicle is placed in the test chamber, the inner and outer surfaces of the windscreen shall be thoroughly degreased by means of methylated spirit or an equivalent degreasing agent. After drying, a solution of ammonia of maximum 2% or a commercial ammonia solution without additive fragrances shall be applied. The surfaces shall be allowed to dry again and then wiped with a dry cotton cloth.

(f) in paragraph 2.2.2.1, omit “centre of the” ;

(g) for paragraph 2.2.4, substitute—

2.2.4. The inner surface of the windscreen shall be cleaned as set out in point 2.2.1 before the vehicle is placed in the environmental chamber. The ambient air temperature shall then be lowered and stabilised at - 3 ± 1 ℃. The vehicle shall be switched off and shall be kept at the test temperature for not less than 10 hours prior to commencement of the test.

(h) after paragraph 2.2.4, insert—

2.2.4.1. If it is possible to check whether the vehicle’s engine coolant and lubricant are stabilised at the test temperature, the 10 hour period may be shortened.

(i) for paragraph 2.2.5, substitute—

2.2.5. The steam generator shall be placed with its outlets in the median longitudinal plane of the vehicle in the second row of seats. It shall normally be placed behind the front seats.

(j) after paragraph 2.2.5, insert—

2.2.5.1. If the design of the vehicle prevents the steam generator from being positioned in accordance with paragraph 2.2.5 of this Annex, the steam generator shall be placed in front of the backrests in the closest convenient position to the placement described in that paragraph.

(k) omit paragraph 2.2.7.4.

Section 5Amendment of Commission Regulation (EU)1008/2010

(1) Commission Regulation (EU)1008/2010 is amended as follows.

(2) In Annex III (requirements for windscreen wiper and washer systems)—

(a) after paragraph 1.2.3, insert—

1.2.3.1. If the windscreen washer system is designed to incorporate a function to mitigate excessive pressures when the nozzles are blocked, such as a relief valve, this function shall, by way of derogation from paragraph 1.2.3, be permitted if the conditions in paragraphs 1.2.3.2 to 1.2.3.4 are satisfied.

1.2.3.2. Fluid exiting the system shall not enter any vehicle compartment, including the under-bonnet area, unless specifically channelled or directed towards the ground surface at standstill and under normal driving conditions.

1.2.3.3. The windscreen washer system shall operate normally upon complete removal of the blockage of the nozzles.

1.2.3.4. Normal operation shall be possible without any further user intervention necessary to manually engage, adjust, reconnect or replace any part of the windscreen washer system, the windscreen wiper system, the electrical system or any other relevant system.

(b) in paragraph 2.2.1.1—

(i) after “plugged” , insert—

at the location where the fluid exists those outlets

(ii) at the end, insert—

Plugging at a location inside the nozzle outlet is permitted if, for technical reasons, it is not feasible to plug a nozzle outlet where the fluid exits.

Section 6Amendment of Regulation (EU) 2015/758

(1) Regulation (EU) 2015/758 is amended as follows.

(2) In Article 5 (specific obligations of manufacturers)—

(a) in paragraph 8, in the second sub-paragraph—

(i) for items (a) to (d), substitute—

(a) EN 16072:2025 ‘Intelligent transport systems — eSafety — Pan-European eCall operating requirements’ ;

(b) CEN/TS 17184:2022 or EN 17184:2024 ‘Intelligent transport systems — eSafety — eCall high level application protocols (HLAP) using IP multimedia sub-system (IMS) over packet-switched networks’ ;

(c) CEN/TS 17240:2018 or EN 17240:2024 ‘Intelligent transport systems — eSafety — eCall end to end conformance testing for IMS packet-switched based systems’ ;

(d) EN 15722:2020 ‘Intelligent transport systems — eSafety — eCall minimum set of data (MSD)’ ;

(ii) after item (f), insert—

Notwithstanding the standards specified in items (a) to (d) above, the manufacturer is permitted to conduct testing in accordance with the standards specified in the second column of the Table until the date specified in the third column, and to register those standards until the date specified in the fourth column.

Section 7Amendment of Commission Regulation (EU) 2017/2400

(1) Commission Regulation (EU) 2017/2400 is amended as follows.

(2) In Article 12 (components, separate technical units and systems relevant for the purposes of determining CO 2 emissions and fuel consumption), in paragraph 8, omit “, provided that the components, separate technical units or systems concerned were certified before 31st December 2026” .

Section 8Amendment of Regulation (EU) 2018/858

(1) Regulation (EU) 2018/858 is amended as follows.

(2) In Annex II (requirements for the purpose of GB type-approval of vehicles, systems, components or separate technical units)—

(a) omit “Isofix anchorages systems and Isofix top tether anchorages” in each place it occurs;

(b) in Part I (regulatory acts for GB type-approval of vehicles produced in unlimited series)—

(i) in the first table, after the row for item 72, insert—

(ii) in the explanatory notes following the first table, after note 15, insert—

( 16 ) If reliance is placed on UN Regulation No 14, this must be in accordance with UN Regulation No 14.07. Compliance with later amendments is not acceptable for this subject.

(iii) in Appendix I (regulatory acts for GB type-approval of vehicles produced in medium series pursuant to Article 41)—

(aa) in the heading for Table 1 (M1 vehicles), after “M1 vehicles” , insert “( a )” ;

(bb) in Table 1 (M1 vehicles), after the row for item 72, insert—

( 19 ) If reliance is placed on UN Regulation No 14, this must be in accordance with UN Regulation No 14.07. Compliance with UN Regulation 14.08 or later amendments is not acceptable for this subject.

(bb) after note Z 1 , insert—

Z 2 The minimum number of ISOFIX child seat anchorages need not be provided. In the case of a multi-stage type approval where an ISOFIX anchorage system has been affected by the conversion, either the system shall be re-tested or the anchorages shall be rendered unusable. In the latter case the ISOFIX labels shall be removed and appropriate information shall be provided in the vehicle owner’s manual for the completed vehicle.

(3) After Annex XI (correlation table), insert—
