Section 1Title and coming into force

(1) The title of this Order is the County Borough of the Vale of Glamorgan (Communities) Order 2026.

(2) For any purpose set out in regulation 4(1) of the Regulations, this Order comes into force on 6 May 2026.

(3) For all other purposes, this Order comes into force at 23:59 hours on the day before the ordinary day of election of councillors in 2027.

Section 2Interpretation

(1) In this Order—

“ the 1972 Act ” (“ Deddf 1972 ”) means the Local Government Act 1972 ;

“ electoral ward ” (“ ward etholiadol ”) means any area for which councillors are elected to the Vale of Glamorgan County Borough Council;

“ new ” (“ newydd ”) means an electoral ward or community, community ward or community council established by this Order;

“ the Regulations ” (“ y Rheoliadau ”) means the Local Government Area Changes Regulations 1976 ;

any reference to a map means one of the 34 maps marked “ Map of the County Borough of the Vale of Glamorgan (Communities) Order 2026 ”, deposited under regulation 5 of the Regulations, labelled “ 1 ” to 34”, and a reference to a numbered map is a reference to the map that bears that number;

where a boundary is shown on a map as running along a road, railway line, footway, watercourse or similar geographical feature, it must be treated as running along the centre line of the feature.

(2) The provisions in this Order take precedence over any conflicting provision in any previous statutory instrument made under section 58(2) of the 1972 Act or order made under sections 37(1), 38(1) or 39(1) of the Democracy and Boundary Commission Cymru etc. Act 2013.

Section 3Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Baruc ward of the community of Barry shown shaded and numbered 1 on Map 1—

(a) is transferred to the community ward of Illtyd of the community of Barry;

(b) forms part of the electoral ward of Illtyd.

Section 4Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Baruc ward of the community of Barry shown shaded and numbered 2 on Map 1—

(a) is transferred to the new community ward of Waterfront of the community of Barry;

(b) forms part of the new electoral ward of Waterfront.

Section 5Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Buttrills ward of the community of Barry shown shaded and numbered 2 on Map 3—

(a) is transferred to the community ward of Illtyd of the community of Barry;

(b) forms part of the electoral ward of Illtyd.

Section 6Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Buttrills ward of the community of Barry shown shaded and numbered 1 on Map 3—

(a) is transferred to the community ward of Dyfan of the community of Barry;

(b) forms part of the electoral ward of Dyfan.

Section 7Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Buttrills ward of the community of Barry shown shaded and numbered 3 on Map 1—

(a) is transferred to the new community ward of Waterfront of the community of Barry;

(b) forms part of the new electoral ward of Waterfront.

Section 8Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The parts of the Cadoc ward of the community of Barry shown shaded and numbered 3 and 4 on Map 3—

(a) are transferred to the community ward of Court of the community of Barry;

(b) form part of the electoral ward of Court.

Section 9Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Castleland ward of the community of Barry shown shaded and numbered 4 on Map 1—

(a) is transferred to the new community ward of Waterfront of the community of Barry;

(b) forms part of the new electoral ward of Waterfront.

Section 10Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Gibbonsdown ward of the community of Barry shown shaded and numbered 2 on Map 4—

(a) is transferred to the community ward of Dyfan of the community of Barry;

(b) forms part of the electoral ward of Dyfan.

Section 11Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Gibbonsdown ward of the community of Barry shown shaded and numbered 1 on Map 4—

(a) is transferred to the community ward of Cadoc of the community of Barry;

(b) forms part of the electoral ward of Cadoc.

Section 12Barry — Baruc, Buttrills, Cadoc, Castleland, Court, Dyfan, Gibbonsdown, Illtyd, and Waterfront, changes in community ward boundaries and consequential changes to electoral arrangements

The parts of the Illtyd ward of the community of Barry shown shaded and numbered 1 and 2 on Map 2—

(a) are transferred to the community ward of Dyfan of the community of Barry;

(b) form part of the electoral ward of Dyfan.

Section 13Creation of the new community ward of Waterfront

A new community ward is created in the community of Barry which is to be known as Waterfront in the English language and Glannau’r Barri in the Welsh language and which—

(a) comprises the areas shown shaded and numbered 2, 3 and 4 on Map 1;

(b) forms the new electoral ward of Waterfront.

Section 14Barry — community ward electoral arrangements

In the community of Barry, the number of councillors to be elected for—

(a) the Baruc ward is 3;

(b) the Buttrills ward is 2;

(c) the Cadoc ward is 4;

(d) the Castleland ward is 2;

(e) the Court ward is 2;

(f) the Dyfan ward is 3;

(g) the Gibbonsdown ward is 2;

(h) the Illtyd ward is 3;

(i) the Waterfront ward is 2.

Section 15Waterfront — electoral ward arrangements

A new electoral ward is created which is to be known as Waterfront in the English language and Glannau’r Barri in the Welsh language and which comprises the area of the community ward of Waterfront.

Section 16Waterfront — electoral ward arrangements

In the electoral ward of Waterfront, the number of councillors to be elected is 2.

Section 17Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Murch ward of the community of Dinas Powys shown shaded and numbered 2 on Map 5—

(a) is transferred to the community of Penarth;

(b) forms part of the community ward of Cornerswell;

(c) forms part of the electoral ward of Cornerswell.

Section 18Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Lavernock ward of the community of Sully and Lavernock shown shaded and numbered 1 on Map 6—

(a) is transferred to the community of Penarth;

(b) forms part of the new community ward of Cosmeston;

(c) forms part of the new electoral ward of Cosmeston.

Section 19Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Plymouth ward of the community of Penarth shown shaded and numbered 2 on Map 6—

(a) is transferred to the new community ward of Cosmeston of the community of Penarth;

(b) forms part of the new electoral ward of Cosmeston.

Section 20Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Plymouth ward of the community of Penarth shown shaded and numbered 4 on Map 5—

(a) is transferred to the community ward of Stanwell of the community of Penarth;

(b) forms part of the electoral ward of Stanwell.

Section 21Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Murch ward of the community of Dinas Powys shown shaded and numbered 1 on Map 5—

(a) is transferred to the community of Penarth;

(b) forms part of the community ward of Stanwell;

(c) forms part of the electoral ward of Stanwell.

Section 22Penarth — Cornerswell, Cosmeston, Plymouth, and Stanwell, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Murch ward of the community of Dinas Powys shown shaded and numbered 3 on Map 5—

(a) is transferred to the community of Penarth;

(b) forms part of the community ward of Plymouth;

(c) forms part of the electoral ward of Plymouth.

Section 23Creation of the new community ward of Cosmeston

A new community ward is created in the community of Penarth which is to be known as Cosmeston in the English language and the Welsh language and which—

(a) comprises the areas shown shaded and numbered 1 and 2 on Map 6;

(b) forms the new electoral ward of Cosmeston.

Section 24Penarth — community ward electoral arrangements

In the community of Penarth, the number of councillors to be elected for—

(a) the Cornerswell ward is 4;

(b) the Cosmeston ward is 1;

(c) the Plymouth ward is 4;

(d) the St Augustine’s ward is 5;

(e) the Stanwell ward is 3.

Section 25Cosmeston — electoral ward arrangements

A new electoral ward is created which is to be known as Cosmeston in the English language and the Welsh language and which comprises the area of the community ward of Cosmeston.

Section 26Cosmeston — electoral ward arrangements

In the electoral ward of Cosmeston, the number of councillors to be elected is 1.

Section 27Sully and Lavernock — community ward electoral arrangements

In the community of Sully and Lavernock, the number of councillors to be elected for—

(a) the Sully ward is 6;

(b) the Lavernock ward is 1.

Section 28Llantwit Major — Boverton, North, South East, and West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Llanmaes ward of the community of Llanmaes shown shaded on Map 7—

(a) is transferred to the community of Llantwit Major;

(b) forms part of the community ward of Boverton;

(c) forms part of the electoral ward of Llantwit Major.

Section 29Llantwit Major — Boverton, North, South East, and West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the West ward of the community of Llantwit Major shown shaded on Map 8—

(a) is transferred to the community ward of South East of the community of Llantwit Major;

(b) forms part of the electoral ward of Llantwit Major.

Section 30Llantwit Major — community ward electoral arrangements

In the community of Llantwit Major, the number of councillors to be elected for—

(a) the Boverton ward is 5;

(b) the North ward is 5;

(c) the South East ward is 3;

(d) the West ward is 2.

Section 31Llantwit Major — electoral ward arrangements

The electoral ward of Llantwit Major comprises the community of Llantwit Major.

Section 32Llantwit Major — electoral ward arrangements

In the electoral ward of Llantwit Major, the number of councillors to be elected is 4.

Section 33Cowbridge with Llanblethian — Aberthin, Cowbridge, Llanblethian East, and Llanblethian West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Penllyn ward of the community of Penllyn shown shaded and numbered 1 on Map 9—

(a) is transferred to the community of Cowbridge with Llanblethian;

(b) forms part of the new community ward of Cowbridge North;

(c) forms part of the electoral ward of Cowbridge.

Section 34Cowbridge with Llanblethian — Aberthin, Cowbridge, Llanblethian East, and Llanblethian West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Llanblethian West ward of the community of Cowbridge with Llanblethian shown shaded and numbered 2 on Map 9—

(a) is transferred to the new community ward of Cowbridge North of the community of Cowbridge with Llanblethian;

(b) forms part of the electoral ward of Cowbridge.

Section 35Cowbridge with Llanblethian — Aberthin, Cowbridge, Llanblethian East, and Llanblethian West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Llanblethian West ward of the community of Cowbridge with Llanblethian shown shaded and numbered 2 on Map 10—

(a) is transferred to the new community ward of Cowbridge Central of the community of Cowbridge with Llanblethian;

(b) forms part of the electoral ward of Cowbridge.

Section 36Cowbridge with Llanblethian — Aberthin, Cowbridge, Llanblethian East, and Llanblethian West, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Llanblethian East ward of the community of Cowbridge with Llanblethian shown shaded and numbered 1 on Map 10—

(a) is transferred to the new community ward of Cowbridge Central of the community of Cowbridge with Llanblethian;

(b) forms part of the electoral ward of Cowbridge.

Section 37Cowbridge with Llanblethian — Aberthin, Cowbridge, Llanblethian East, and Llanblethian West, changes in community ward boundaries and consequential changes to electoral arrangements

The parts of the Llanblethian East ward of the community of Cowbridge with Llanblethian shown shaded on Map 11—

(a) are combined with the Llanblethian West ward of the community of Cowbridge with Llanblethian as changed by this Order to form the new community ward of Llanblethian of the community of Cowbridge with Llanblethian;

(b) forms part of the electoral ward of Cowbridge.

Section 38Abolition of the community wards of Cowbridge, Llanblethian West, and Llanblethian East

The following wards of the community of Cowbridge with Llanblethian as changed by this Order are abolished—

(a) Cowbridge;

(b) Llanblethian West;

(c) Llanblethian East.

Section 39Creation of the new community ward of Cowbridge North

A new community ward is created in the community of Cowbridge with Llanblethian which is to be known as Cowbridge North in the English language and Gogledd y Bont-faen in the Welsh language and which—

(a) comprises the areas shown shaded and numbered 1 and 2 on Map 9;

(b) forms part of the electoral ward of Cowbridge.

Section 40Creation of the new community ward of Cowbridge Central

A new community ward is created in the community of Cowbridge with Llanblethian which is to be known as Cowbridge Central in the English language and Canol y Bont-faen in the Welsh language and which—

(a) comprises the areas shown shaded and numbered 1 and 2 on Map 10;

(b) forms part of the electoral ward of Cowbridge.

Section 41Creation of the new community ward of Llanblethian

A new community ward is created in the community of Cowbridge with Llanblethian which is to be known as Llanblethian in the English language and Llanfleiddan in the Welsh language and which—

(a) comprises the area shown shaded on Map 12;

(b) forms part of the electoral ward of Cowbridge.

Section 42Creation of the new community ward of Llanblethian

In the community of Cowbridge with Llanblethian, the number of councillors to be elected for—

(a) the Aberthin ward is 2;

(b) the Cowbridge Central ward is 6;

(c) the Cowbridge North ward is 4;

(d) the Llanblethian ward is 3.

Section 43Cowbridge — electoral ward arrangements

The electoral ward of Cowbridge comprises the community of Cowbridge with Llanblethian and the community of Penllyn.

Section 44Cowbridge — electoral ward arrangements

In the electoral ward of Cowbridge, the number of councillors to be elected is 3.

Section 45Penllyn — Llansannor, and Ystradowen, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Penllyn ward of the community of Penllyn shown shaded on Map 13—

(a) is transferred to the community ward of Llansannor of the community of Penllyn;

(b) forms part of the electoral ward of Cowbridge.

Section 46Penllyn — Llansannor, and Ystradowen, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Ystradowen ward of the community of Penllyn shown shaded on Map 14—

(a) is transferred to the community ward of Llansannor of the community of Penllyn;

(b) forms part of the electoral ward of Cowbridge.

Section 47Penllyn — Llansannor, and Ystradowen, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Welsh St Donats ward of the community of Welsh St Donats shown shaded on Map 15—

(a) is transferred to the community of Penllyn;

(b) forms part of the community ward of Ystradowen;

(c) forms part of the electoral ward of Cowbridge.

Section 48Llansannor — change of community ward name

The Llansannor ward of the community of Penllyn as changed by this Order retains the English language name of Llansannor and is to be known as Llansanwyr in the Welsh language.

Section 49Penllyn — community ward electoral arrangements

In the community of Penllyn, the number of councillors to be elected for—

(a) the Llansannor ward is 2;

(b) the Penllyn ward is 3;

(c) the Ystradowen ward is 4.

Section 50Dinas Powys — Cross Common, Eastbrook, Murch, and Twyn, changes in community ward boundaries and consequential changes to electoral arrangements

The part of the Cross Common ward of the community of Dinas Powys shown shaded and numbered 1 on Map 16—

(a) is transferred to the community ward of Murch of the community of Dinas Powys;

(b) forms part of the electoral ward of Dinas Powys.
