The Waste and Contaminated Land (Northern Ireland) Order 1997 s 26

s 26 Powers for recycling waste

(1) A district council may make arrangements to do such things as the council considers appropriate for the purpose of— (a) enabling waste belonging to the council, or belonging to another person who requests the council to deal with it under this Article, to be recycled, or (b) enabling substances to be reclaimed from such waste; or (c) enabling such waste to be used for the purpose of producing from it heat or electricity or gas. (2) Without prejudice to the powers of district councils apart from this Article, a district council may— (a) buy or otherwise acquire waste with a view to its being recycled or to the reclamation of substances from it; and (b) use, sell or otherwise dispose of waste belonging to the council or anything produced from such waste.
