When enforcing these Regulations or RAMS (in its application to vessels), the enforcing authority must exercise its powers in a manner which is consistent with— (a) regulation 58 (evaluation of vessels presenting a risk); (b) regulation 59 (enforcement action in respect of vessels which are not in conformity); (c) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . (d) regulation 61 (enforcement action in respect of vessels which are in conformity but which present a risk); (e) regulation 62 (enforcement action in respect of formal non-compliance); and (f) regulation 63 (restrictive measures).
